Asian Development Bank

Sustainable Coastal and Marine Fisheries Project (SCMF)

We advise the Ministry of Environment (MoE) and the PMU/PIUs, ensuring ADB SPS compliance. Responsibilities include preparing and submitting Updated DDRs for all subprojects — ranger stations, mangrove walkways, community infrastructure, CPA programmes and mangrove rehabilitation — providing mangrove demarcation documentation, producing semi-annual social safeguard monitoring reports, and contributing to the Government project completion report.

Organisational GEDSI Audit

We conducted GEDSI audits to enhance WWF’s collective capacity and examine workplace culture and values from a gender equity, disability and social inclusion perspective, identifying strengths and gaps in promoting equality. Results informed more responsive programmes and policy development, supported donor engagement, and provided evidence on nuanced gender issues across the network.

UNDP Cambodia

Social and Environmental Safeguards — GCF REDD+ Proposal

We supported UNDP Cambodia and the Ministry of Environment in developing a funding proposal to the Green Climate Fund for REDD+ results achieved in 2018–2022 — applying the Social and Environmental Screening Procedure (SESP) to identify and categorise risks, developing an Environmental and Social Assessment (ESA), and preparing management instruments including ESMF, SEP, GRM and IPPF.

AIIB

Social Development Consultant — GRM Implementation Portfolio Review

We reviewed the establishment and performance of project-level GRMs in AIIB-financed projects under implementation for at least six months and post-implementation. We supported the SFD to finalise the review methodology, conducted a comprehensive desk review of sampled projects, ran virtual interviews and surveys with stakeholders, and carried out in-depth analysis — in close coordination with a Senior Consultant and the CHASE team.

Environmental and Social Consultant

We supported the Preliminary Metro Master Plan and Pre-Feasibility Study and Cambodia’s Emergency Rural Road Reconstruction Project. We conducted desk reviews, collaborated with the Ministry of Rural Development on rural road inventory, and worked with the Ministry of Public Works and Transport on E&S risk screening. We developed screening criteria and scoring methodologies aligned with AIIB ESS1–ESS3, and conducted site visits, surveys and assessments to prioritise project roads.

UNDP Cambodia

Gender and Safeguards Specialist — Advancing ABS Implementation

We supported UNDP Cambodia and the Ministry of Environment in developing mandatory project annexes for “Advancing ABS Implementation in Cambodia”, ensuring compliance with UNDP’s SESP. We advised on social safeguards with a focus on gender, social inclusion and Indigenous Peoples’ engagement including FPIC, and developed three key documents: the IPPF, the Gender Analysis and Gender Action Plan (GAAP), and a Comprehensive Stakeholder Engagement Plan.

Social Development Consultant — ESF Instruments

We supported World Bank projects to ensure adherence to the Environmental and Social Framework by conducting Social Risk Assessments and developing management instruments: ESCPs, Resettlement Plans, Labor Management Procedures, Stakeholder Engagement Plans, ESMFs and ESMPs. We also advised on tailored GRMs for project level (ESS10), workers (ESS2), GBV and SEA/SH (ESS4), and Indigenous Peoples (ESS7).

Interviews with project implementation teams

World Bank Group

GRM Review across 22 IPF Projects

We conducted a comprehensive review of GRMs across 22 World Bank-funded Investment Policy Financing projects in Cambodia — spanning water, education, health, transport and agriculture (Dec 2023–Mar 2024). Work included desk reviews of AMs, ISRs and ESF instruments, interviews with Task Team Leaders and PIUs, and fieldwork in two villages to assess GRM effectiveness and community awareness. We developed the assessment tools, including desk review worksheets and questionnaires.

Cambodia Overview Assessment — Capacity Building

We led the capacity-building and institutional strengthening components of the Cambodia Overview Assessment: designing and delivering four hands-on training sessions at the World Bank Phnom Penh office for 40–50 national and provincial ministry officials, covering Occupational Health and Safety, voluntary land donation protocols and digital tools for E&S risk monitoring. We co-facilitated the national validation workshop and drafted a strategic plan for long-term institutional support.
