The Sustainable Coastal and Marine Fisheries Project (SCMF) at the Asian Development Bank (ADB)

We advised the Ministry of Environment (MoE), PMU/PIUs, and ensuring ADB SPS compliance. Our responsibilities include preparing/submitting Updated DDRs for all subprojects (ranger stations, mangrove walkways, community infrastructure, CPA programs, and mangrove rehabilitation), providing mangrove demarcation documentation, producing semi-annual social safeguard monitoring reports, and contributing to the Government project completion report..

Organizational Gender Equity, Disability, and Social Inclusion (GEDSI) Audit at WWF Cambodia

We conducted the GEDSI Audits to enhance the collective capacity of WWF and examine its workplace culture and values from a GEDSI perspective. Additionally, we identified strengths and gaps in promoting equality. The results benefited participating Offices and provided network-wide learning by informing more responsive programs and policy development, supporting donor engagement, and providing evidence for nuanced gender issues.

Social and Environmental Safeguards at UNDP Cambodia

We supported UNDP Cambodia and the Ministry of Environment (MoE) in developing a funding proposal to the GCF for REDD+ Results Achieved in 2018–2022. This includes applying the Social and Environmental Screening Procedure (SESP) to identify risks, categorize the project (e.g., Low, Moderate, Substantial, and High), developing an Environmental and Social Assessment (ESA), and developing management instruments like ESMF, SEP and GRM, IPPF, and other plans.

Social Development Consultant for GRM Review at Asian Infrastructure Investment Bank (AIIB)

We reviewed the establishment and performance of project-level GRMs in AIIB-financed projects that are currently undergoing implementation for at least six months and post-implementation (i.e., after project closure as of June 2025). We supported the SFD to finalize the methodology for the GRM Implementation Portfolio Review. We conducted a comprehensive desk review of sampled projects, conducted virtual interviews and surveys with relevant stakeholders, and conducted a deep analysis of the collected data. All of these tasks were conducted in close coordination with a Senior Consultant and the CHASE team.

Environmental and Social Consultant at ARUP

We supported the Preliminary Metro Master Plan and Pre-Feasibility Study and Cambodia’s Emergency Rural Road Reconstruction Project by conducting environmental and social risk management. Conducted desk reviews, collaborated with the Ministry of Rural Development (MRD) to review rural road inventory, and worked with the Ministry of Public Works and Transport (MPWT) on environmental and social risk screening. Developed environmental and social screening criteria and scoring methodologies aligned with AIIB’s Environmental and Social Standards (ESS1, ESS2, ESS3). Conducted site visits, surveys, and assessments to prioritize project roads and propose detailed project scoping.

Gender and Safeguards Specialist at UNDP Cambodia

We supported UNDP Cambodia and the Ministry of Environment (MoE) in developing mandatory project Annexes for “Advancing ABS Implementation in Cambodia,” ensuring compliance with UNDP’s Social and Environmental Standards Procedure (SESP). Advised on social safeguards, focusing on gender and social inclusion and Indigenous Peoples’ engagement, including Free, Prior, and Informed Consent (FPIC). Developed three key documents: Indigenous Peoples Planning Framework (IPPF), Gender Analysis and Gender Action Plan (GAAP), and Comprehensive Stakeholder Engagement Plan (CSEP).

Social Development Consultant at the World Bank Group

We supported World Bank projects to ensure adherence to the Environmental and Social Framework (ESF) by conducting Social Risk Assessments and developing management instruments. These included Environmental and Social Commitment Plans (ESCPs), Resettlement Plans (RPs), Labor Management Procedures (LMPs), Stakeholder Engagement Plans (SEPs), Environmental and Social Management Frameworks (ESMFs), and Environmental and Social Management Plans (ESMPs). Additionally, we advised on tailored Grievance Redress Mechanisms (GRMs) for project-level (ESS10), workers (ESS2), Gender-Based Violence (GBV) and Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) (ESS4), and Indigenous Peoples (ESS7).

Social Development Consultant at the World Bank Group

We conducted a comprehensive review of GRMs across 22 World Bank-funded Investment Policy Financing (IPF) projects in Cambodia, focusing on water, education, health, transportation, and agriculture sectors (Dec 2023–Mar 2024). We conducted desk reviews of project documents (AMs, ISRs, ESF instruments), interviews with Task Team Leaders (TTLs) and Project Implementation Units (PIUs), and fieldwork in two local villages to assess GRM effectiveness and community awareness. We developed GRM assessment tools, including desk review worksheets and questionnaires for TTLs, PMUs/PIUs, and community stakeholders.

Social Development Consultant at the World Bank Group

We led the capacity-building and institutional strengthening components of the Cambodia Overview Assessment , delivering practical environmental and social (E&S) safeguards training, co-facilitating a key national validation workshop, and drafting a strategic plan for long-term institutional support. We designed and executed four hands-on, interactive training sessions at the World Bank Phnom Penh office. These sessions targeted 40-50 national and provincial ministry officials, focusing on high-need operational skills such as Occupational Health and Safety (OHS), voluntary land donation protocols, and digital tools for E&S risk monitoring. Beyond direct capacity building, we actively contributed to a combined validation workshop with key line ministries to finalize the Overview Assessment findings and simplified E&S template packages.
